■トラックやバス、睡眠不足での乗務禁止 国交省が６月から確認を義務化

　国土交通省は６月から、睡眠不足のバスやトラック、タクシー運転手の乗務を禁止します。乗務前の点呼時に睡眠不足でないか事業者が確認することを義務付けます。
　人手不足などで労働環境が厳しい運送業界で睡眠不足が原因とみられる事故が発生する中で、寝不足を解消して事故の抑制を図ります。
　国交省は貨物自動車運送事業法などに基づく省令を改正し、事業者に睡眠不足の運転手を乗務させることを禁止します。これまで「疾病」や「疲労」、「飲酒」については乗務を認めないよう明記されていましたが、「睡眠不足」は記載がありませんでした。
　事業者は今後、乗務前に運転手の健康状態を確認する点呼で寝不足でないか把握し、記録に残すことも必要になります。睡眠時間には個人差があるため具体的な時間についての基準は定めませんが、睡眠不足のまま乗務を許可したと認定されれば運行停止など行政処分の対象となるため、事業者は厳しい対応を求められます。
　具体的には、運転手と対面などでやり取りし、睡眠不足による集中力低下など安全に支障が出る状態にないか丁寧に確認して結果を記録として残さなければなりません。
　ドライバー側に対しても、睡眠不足で安全運転ができない恐れがある場合は、事業者への正直な申告を義務化します。
　睡眠不足が原因とみられる追突などの事故は、相次いでいます。2016年に広島県東広島市で、事故２日前まで一睡もせずに36時間乗務を続けていたトラック運転手が追突事故を起こし２人が死亡。2017年にも徳島県でトラックが停車中のマイクロバスに追突し、16人が死傷しました。この運転手は、強い眠気を感じていました。
　国交省が昨年３～５月にバス運転手約7000人から回答を得たアンケート調査では、１日当たりの睡眠時間の平均が５時間未満の運転手は約25％に上りました。
　国交省の担当者は、「業者は運転手の状態をしっかり確認し、安全運行を担保してほしい」と話しています。
