■感染症対策の司令塔設置へ 改正内閣法成立

　感染症への対策を一元的に行う司令塔として「内閣感染症危機管理統括庁」を設置することを盛り込んだ改正内閣法などが、21日の参議院本会議で賛成多数で可決・成立しました。
　改正法では、感染症対策を強化するため、総合調整などの司令塔機能を担う「内閣感染症危機管理統括庁」を内閣官房に新たに設置し、トップに「内閣感染症危機管理監」を置いて、官房副長官を充てるとしています。感染症危機管理監を助ける「内閣感染症危機管理対策官」には、厚生労働省の医務技監を充てます。統括庁は38人の専従職員で構成し、有事には101人に増やすといいます。
　また、感染症の発生やまん延の初期段階から迅速・的確に対応できるように、現在は、緊急事態宣言などが出された時に限られている、総理大臣による都道府県知事などへの指示権を、政府対策本部を設置した段階で使えるようにすることも盛り込まれています。
　改正法は、21日の参議院本会議で採決が行われ、自民・公明両党や日本維新の会、国民民主党などの賛成多数で可決・成立しました。
　これを受けて、政府は「内閣感染症危機管理統括庁」を今年秋ごろに発足させることにしています。
　松野博一官房長官は閣議の後の記者会見で、「政府の感染症危機への対応に関する司令塔機能を強化し、国と地方が一体となって迅速、的確に対応できる体制を確保するための法改正だ。成立後は統括庁の発足に向けた準備に努め、次の感染症危機への備えに万全を期していきたい」と述べました。
