厚生労働省と国土交通省が新型コロナウイルスのワクチン接種を巡り、総人口1000人程度未満の自治体や離島について、優先接種の対象となっている65歳以上の高齢者と同時期に、高齢者以外に接種することを条件付きで容認する通知を各都道府県に出したことが22日、明らかになりました。接種最優先の医療従事者以外について、一斉接種を認めた格好です。
通知は従来の方針として、高齢者人口が500人程度未満の市町村や離島について、接種を希望する高齢者数を上回るワクチンの供給が得られた場合は、「高齢者に対する接種時期であっても、接種順位にかかわらず、高齢者以外の接種対象者を対象に接種を行うこととして差し支えない」と明記。その上で、「総人口が1000人程度未満の市町村や離島についても同様の取り扱いとする」と記しました。
小規模自治体は、接種券（クーポン）が全住民に行き渡りやすいという事情もあり、確保できたワクチンの量次第では、高齢者の接種時期でも高齢者以外の住民が接種することを認めたほうが、ワクチンを無駄なく使うことができると判断しました。
通知は、小規模離島のワクチン接種に関し、全国知事会が「高齢者と65歳未満の住民を同時に接種を行うなど、希望する人へ速やかに対応できるよう」求める提言も踏まえました。
政府はワクチンの優先接種について、原則としてまず医療従事者が接種を受け、その後高齢者が続き、さらに基礎疾患を持つ人と高齢者施設の従事者が続くことを想定しています。高齢者への接種は４月12日から始まる予定で、一般の人への接種は７月以降に本格化するとの見方が強いものの、小規模自治体は柔軟に対応することになりそうです。
