■北朝鮮が外国人の入国を許可、「外貨」目的に再開か 中国中央テレビ報道

　新型コロナウイルスの感染拡大の後、厳しく制限されてきた北朝鮮への入国を巡り、中国の国営テレビは、北朝鮮が25日から外国人の入国を許可したと伝えました。
　これは、国営の中国中央テレビが北朝鮮当局の情報として25日伝えたもので、入国後には、２日間の隔離が義務付けられるとしています。
　北朝鮮は、新型コロナの感染対策として2020年１月に国境管理を厳しくし、外交官を含む外国人や自国民の入国を厳しく制限してきましたが、国境を越えた人の往来を段階的に再開していて、中国で開かれているアジア大会には、200人近い選手団を派遣しています。
　北朝鮮国営の朝鮮中央通信によると、最高人民会議（国会）常任委員会は８月30日、観光法に関する政令を採択しました。外国人観光客の受け入れ再開への布石だったとみられます。新型コロナ禍前の2018年に北朝鮮を訪れた外国人観光客は約20万人で、９割以上が中国人でした。
　中国外務省によると、王亜軍（ワンヤージュン）駐北朝鮮大使が９月21日、北朝鮮の国家観光総局長と会談し、中朝間の人的往来の早期正常化を期待するとともに、観光交流や協力を強める考えを示していました。
　また、北朝鮮は、キム・ジョンウン（金正恩）総書記が今月、４年ぶりに訪問したロシアとの間でも経済協力を拡大する方針を強調しています。
　北朝鮮としては、後ろ盾の中ロ両国を中心に外国との人の往来を活発化させることで、長引く経済制裁などで打撃を受ける経済の立て直しや、外貨の獲得を図る狙いがあるとみられます。
