■新型コロナウイルス、世界の感染者521万人で死者33万人 アフリカの感染者10万人超える [健康ダイジェスト]

 アメリカのジョンズ・ホプキンス大学の日本時間の23日午後3時時点の集計によりますと、新型コロナウイルスへの感染が確認された人は、世界全体で521万3557人、亡くなった人は33万8232人となっています。
 感染者が最も多い国はアメリカで160万1434人、次いでブラジルが33万890人、ロシアが32万6448人、イギリスが25万5544人、スペインが23万4824人、イタリアが22万8658人となっています。
 死亡した人が最も多い国もアメリカで9万6007人、次いでイギリスが3万6475人、イタリアが3万2616人、スペインが2万8628人、フランスが2万8218人、ブラジルが2万1048人となっています。
 一方、アフリカで新型コロナウイルスへの感染が確認された人が、10万人を超えました。各国政府などの公式統計を日本時間22日午後8時現在でまとめた集計によると、アフリカ全体で感染が確認された人は10万2人、うち3095人が死亡しました。
 アフリカで死者が最も多いのは北アフリカ諸国で、エジプトが696人(感染者1万5003人)、アルジェリアが575人(感染者7728人)となっています。サハラ砂漠以南(サブサハラ)では、南アフリカ(死者397人、感染者2万125人)やナイジェリア(死者211人、感染者7016人)で死者が多くなっています。
 世界保健機関(WHO)によると、アフリカでは14週間前に初めて新型コロナウイルス感染者が確認され、これまでに域内のすべての国で感染が確認されています。専門家らは、検査能力が不足しているためアフリカで感染が確認された人の数は実態より少ないとみています。
 WHOアフリカ地域事務局のマチディソ・モエティ局長は、欧米など他地域に比べてアフリカでの新型コロナウイルスによる死者が今のところ少ないのは若年層人口が多いからかもしれないが、アフリカの医療制度は患者の急増に対応できる力が弱いため油断は禁物だと述べました。

Shelter expects public housing debate to continue and that the policy framework will be strengthened, including changes to requirements for housing stability.

Council is to review this week the housing affordability recommendations for 2017/18, following discussion with community groups and the Government, said Shelters spokesman David O'Neil.

"The public sector has played a major role in housing affordability, through affordable housing planning in particular, and through a range of other housing and social policy programmes. The recommendations of this review will help develop a coordinated approach to affordable housing for families," he said.

The Shelter is one of 20 housing providers, including public agencies and community groups, who took part in an independent, cost-benefit analysis of the 2017/18 housing policy framework. The report by the Department of Housing was published in November.

"A recent report has made clear that community groups and communities will be particularly disappointed if there is no change to the recommendation for a minimum income to address their concerns about rising rents," said Housing Federation representative Martin Beggs.

"The Government has indicated that they welcome community groups, particularly for those facing homelessness, but they don't know what it will actually mean. What exactly will it be? Is it the change to existing welfare to create permanent jobs? Or will it be new housing schemes? The reality is we are a bit premature because there has been no public consultation with families.

"We need a national conversation to see how the Government has handled this. There is really no consensus within the department but some of the most worrying issues were brought out. They need to get together and have a look at this and find out what is really going to work."

Mr O'Neil said the Department will make further progress with the public on these recommendations after it finalises the public consultation, which is expected to last until this April.

"This is a significant reform and one that will provide much needed economic boost to the housing market," he said.

This year the council is due to present its housing policy, which will be updated every three months to reflect the needs of different communities. Shelters is responsible for providing emergency support for people with issues with housing, support on how to get on and provide advice about the process and results of applications for permanent housing or for permanent support and short-term help with pay to rent.

It also helps find housing for families and individuals who are struggling with rent and needs for help and assistance from the council.

It has also published plans for the 2016/17 housing year.
